Procurement Project Manager - shERPa Project
The organization is undergoing a company-wide transformation through the shERPa program, implementing SAP S/4HANA as a greenfield solution. This program aims to standardize processes, improve efficiency, and enable digital transformation across all business units.
Job Purpose
The Procurement Project Manager is responsible for the end-to-end coordination, follow-up, and governance of Request for Proposal (RFP) processes within Ypto, specifically supporting the Sherpa project. The role ensures procurement activities are delivered on time, compliant with public procurement regulations, and aligned with project objectives, budget, and planning.
Key Responsibilities
RFP & Procurement Management
- Coordinate and follow up on RFP processes related to the Sherpa project
- Plan, monitor, and manage procurement timelines, milestones, and deliverables
- Ensure strict compliance with Belgian and EU public procurement regulations
- Prepare, review, and manage RFP documentation (technical specifications, evaluation criteria)
- Organize and facilitate clarification rounds, Q&A sessions, and bidder communications
Stakeholder Coordination
- Act as an operational procurement interface between internal stakeholders (project managers, functional consultants) and external suppliers together with NMBS Procurement who is strategically in the lead.
- Apply procurement strategy with Sherpa project objectives and the organization's standards
- Support evaluation members during bid assessment and supplier selection
- Ensure transparent and auditable decision-making processes
Project & Risk Management
- Identify procurement risks and propose mitigation actions
- Track dependencies between procurement activities and overall project planning
- Escalate issues, delays, or compliance risks in a timely manner towards management
- Report progress, KPIs, and procurement status to project and management governance bodies
Contract Award & Handover
- Support contract award decisions and formal approvals
- Ensure lessons learned are captured and documented for future RFPs
Required Qualifications & Experience
- Master’s degree in Business, Engineering, Law, Economics, or equivalent experience
- Proven experience managing complex RFPs end-to-end
- Strong knowledge of Belgian and EU public procurement legislation
- Experience in large, complex organizations
- Experience in IT procurement

- Experience as a buyer in SAP context is a plus
Conformity Criteria
- Fluent (written/spoken) in English; Dutch and French
- Minimum 5 years experience in IT procurement
- Minimum 5 years of experience in public procurement project management
- Have at least Experience in 2 large, complex organizations in the asked context (public procurement & IT)
