DESCRIPTION
Responsibilities
Program Leadership
- Manage the full lifecycle of the IT program, including scope, roadmap, priorities, risks, dependencies, success criteria, budget, and delivery planning.
- Translate strategic and business objectives into a coherent program roadmap and ensure alignment between the different projects and workstreams.
- Work closely with Business Area Managers, IT Portfolio Managers, PMO, architects, delivery teams, and other relevant stakeholders to ensure strategic and operational alignment.
- Establish and maintain the appropriate program governance, including steering committees, reporting structures, decision-making processes, and escalation mechanisms.
- Monitor dependencies between projects, teams, suppliers, and external initiatives, and proactively address risks or conflicts that could affect delivery.
Project Management
- Act as Project Manager for one of the projects within the program and take direct responsibility for its end-to-end delivery.
- Define and maintain the project scope, planning, milestones, budget, resource needs, risks, dependencies, and acceptance criteria.
- Coordinate the day-to-day activities of the project team and ensure that business, functional, technical, testing, security, and operational aspects remain aligned.
- Monitor project progress, address delivery issues, and take corrective actions where required. Take direct responsibility for the successful delivery of the project managed within the program.
- Manage project-level change requests, decisions, risks, issues, and dependencies in line with the overall program governance.
- Ensure that the project delivers the agreed outcomes within the approved scope, budget, timeline, and quality expectations.
- Coordinate the transition of the project deliverables to Operations and Support teams.
Stakeholder Communication and Governance
- Provide clear and regular status updates to business and IT stakeholders, PMO, senior management, and governance bodies.
- Prepare and lead program and project steering committee meetings.
- Present progress, risks, issues, budget status, dependencies, and decisions requiring management attention.
- Ensure transparent communication between the program, the directly managed project, the other projects within the program, and dependent initiatives.
- Facilitate timely decision-making and escalate issues when they cannot be resolved at project or program level.
Team and Resource Management
- Manage the program budget and the budget of the directly managed project, including forecasting, actuals, change requests, and financial reporting.
- Coordinate and support the Project Managers responsible for the other projects within the program.
- Provide guidance on planning, governance, risk management, reporting, and dependency management without taking over their day-to-day project responsibilities.
- Foster a professional, collaborative, accountable, and solution-oriented working environment.
- Support teams in resolving cross-functional issues and maintaining focus on agreed business outcomes.
CONFORMITY CRITERIA
- Minimum 6 years of relevant experience in IT project and/or program management.
- Master’s degree, or equivalent through relevant professional experience, in IT, Engineering, Business, or a related field.
- Proven experience coordinating an IT program, multiple projects, or interdependent workstreams.
- The candidate has at least 1 year of proven experience in traffic or incident management systems, in the railway sector, or in comparable operational environments (aviation, ports, logistics, utilities, …).
- Minimum 2 years of experience as a Business Analyst and/or Functional Analyst.
- Professional proficiency in English and French or Dutch, spoken and written.
- For this assignment, the organization requires the contractor to agree to be present at the office up to five days per week for the execution of the assignment. The required on-site presence may vary and will be communicated during the course of the assignment.
EVALUATION CRITERIA
The extent to which the proposal demonstrates the required competencies and complies with the stated requirements will be taken into account during the evaluation. Proposals that demonstrate these competencies and requirements more clearly, comprehensively, and convincingly will receive a higher score. Where specific experience is requested, a greater amount of demonstrable relevant experience will result in a higher evaluation score.
- Relevance and depth of hands-on, end-to-end IT project management experience.
- Relevance and depth of experience in program-level coordination (managing several projects in a program)
- Relevance and depth of experience operating program and project governance, including steering committees and senior-management reporting.
- Relevance and depth of experience managing budgets, resources, vendors, risks, and changes.
- Relevance and depth of experience coordinating delivery across multiple business, IT, operational, and external stakeholders.
