Service description:

1. Invitation : Support to the Standards & Methods Subchapter

The specialist will join the Standards & Methods subchapter within the Delivery Enablement Chapter. The assignment requires a profile that can convert strategic direction, delivery experience and stakeholder input into clear, governed and operational standards, methods, decision frameworks and reusable assets.

The requested profile should add strong analytical, communication of process & standard documentation capabilities and implementation capabilities to the existing leadership capacity. The specialist is not expected to replace current leadership or act as an additional general Agile coach. The purpose is to provide dedicated expertise and execution capacity in design, governance, measurement and institutionalization of the scaled agile framework.

2. Organizational context

The Delivery Enablement Chapter improves the organizational system in which delivery takes place. It brings together Agile, UX, QA and Standards & Methods to create a coherent end-to-end delivery approach. Standards & Methods is responsible for connecting these disciplines into a governable delivery model, defining minimum expectations, clarifying where contextual variation is permitted, managing the lifecycle of standards, and making adoption and outcomes visible. The intended boundary is that Delivery Enablement owns and evolves the delivery system, while teams and value streams remain responsible for delivery within that system.

The Standards & Methods service scope includes:

  • Product Operating Model governance and evolution, common delivery standards and ways of working
  • Scaled Agile and cross-team delivery mechanisms, performance and metric frameworks
  • Chapter-as-a-Service methods, SLA and OLA governance

Current priorities include establishing a scalable operating model, formalizing delivery concepts as documented and trainable standards, implementing measurable SLA governance, supporting workforce and sourcing decisions, and standardizing external service-request and tender mechanisms.

3. Purpose of the assignment

Provide the Standards & Methods subchapter with a complementary profile that can:

  1. Translate strategic intent and knowledge into a coherent delivery framework.
  2. Turn concepts and workshop outcomes into concrete deliverables. Structure standards so that they are usable, testable, maintainable and proportionate.
  3. Build measurable feedback loops between standards, adoption and delivery outcomes.
  4. Coordinate the dependencies between the Product Operating Model, Agile at Scale and delivery metrics.

Requirements:

We are specifically looking for a pragmatic, hands-on delivery governance and operational excellence specialist who can design, document, implement, measure and continuously improve the delivery system.

Experience

The proposed consultant should demonstrate:

  • 3+ years of practical experience in a Delivery Enablement, Transformation Office or similar function focused on implementing and operationalizing ways of working. Demonstrated ability to structure, maintain and continuously improve standards, methods, procedures and governance repositories.
  • Proven experience translating strategic initiatives and concepts into practical processes, standards, methods, templates, workflows and operational assets. Hands-on experience implementing and improving delivery governance, operating models, enterprise ways of working.
  • Experience working in Agile and scaled delivery environments in roles such as Agile Lead, RTE, Delivery Lead....
  • Strong professional English. Knowledge Dutch/French

Execution Capabilities

The successful consultant should be able to:

  • Transform ambiguity into actionable deliverables and clear next steps.
  • Produce high-quality operational documentation including standards, procedures, playbooks, templates, policies, process flows, decision frameworks and governance materials.
  • Drive topics to closure by following up actions, dependencies and decisions with stakeholders. Identify gaps, overlaps, inconsistencies and improvement opportunities across existing ways of working.
  • Balance standardization and governance requirements with operational pragmatism and adoption realities.

Behavioural Capabilities

The successful consultant should be able to:

  • Combine strategic understanding with strong operational execution.
  • Challenge constructively while remaining pragmatic and solution oriented.
  • Communicate complex governance and delivery topics in a simple and accessible manner. Focus on value, usability and adoption rather than theoretical framework compliance. Produce concise, actionable and usable outputs.

Profile Not Being Sought

This assignment is not primarily suited to:

  • A generalist Agile coach whose experience is limited to facilitating ceremonies or team coaching. A framework-driven consultant promoting methodology over business outcomes.
  • A profile that produces concepts and governance models without delivering operational assets and measurable implementation results.

Additional information:

  • Onsite presence: By default, a physical presence on site is required for 2 days per week.
  • Meeting and desk activities will be split between the two group locations in Brussels, and occasionally the 50Hertz Netzquartier in Berlin (2 days working at the office per week on average).
  • In case of travels to Germany, the organization will cover all costs.
  • For non-EU candidates, please present candidates who comply with the following criteria:
    • Possess a work permit allowing the individual to work in Belgium.
    • Hold a valid residence permit confirming the right of residence in Belgium.
